1. Project Name: TA-9749 MON: International Social Development Specialist - Capacity Building for Sustainable Livelihood Support in Ger Areas (45007-011)

The Asian Development Bank approved a transaction technical assistance (TRTA) to provide capacity development support to the Municipality of Ulaanbaatar (MUB) to institutionalize an approach to plan, design, and implement livelihood support programs that target affected households whose livelihoods were adversely affected by involuntary resettlement. The services of an international Social Development Specialist are needed to successfully carry out the implementation of the TRTA.

Responsibilities include but not limited to finalize a sustainable model of integrating livelihood support program with urban resettlement planning in ger areas and develop and finalize the knowledge product showcasing the TRTA's outputs. The knowledge product to be developed either as an ADB publication or an ADB policy paper will highlight and showcase results and lessons learned and good practices in income and livelihood restoration as part of resettlement programs for future ADB projects.
Detailed tasks include: (i) support the TRTA team in conducting capacity building at PMO, MUB, and other relevant stakeholders on how to integrate livelihood support programs with urban resettlement planning and implementation; (ii) review the adequacy of the available documents and data sources in compiling the knowledge product and inform any key data gaps to the TRTA team and PMO and provide direction so that the required data can be collected by the TRTA team; (iii) undertake missions to Ulaanbaatar to (a) hold key informant interviews and focus group discussions with the affected persons together with the TRTA team, PMO and MUB officials, development partners, nongovernment organizations, and private sector entities; (b) provide inputs to the TRTA team leader and assist in sharing the recommended model with stakeholders and obtain their feedback, and (c) help obtain and compile any missing information required for the knowledge product; (iv) develop an outline for the knowledge product in consultation with the ADB team, members of the TRTA and PMO; (v) prepare a knowledge product on "A sustainable model on integrating livelihood support to the affected persons in urban resettlement planning in ger areas"; and (vi) respond to any comments received from ADB and PMO and finalize the knowledge product accordingly.

The main motive of the project is to document the contribution of renewable projects on various aspects of life of citizens of Maharashtra State as well as its economy and environment. Further the study would also act as a guide for future project by recognizing steps which led to positive impact on various aspects and emulating such steps for future projects. Similarly, all reasons behind negative impact may also be identified and their recurrence may be avoided for future projects.

1. Project Name: TA-8254 REG: Enhancing Economic Analysis and South-South Learning - Consulting Firm (Safeguards Survey) (46214-001)

The consultancy is required primarily to support ADB's overall project due diligence efforts to ensure that ADB's due diligence requirements in terms of social and environment safeguard assessments are complied with. The objective of surveys is to assess various impacts and carrying out necessary primary surveys related to social, involuntary resettlement, indigenous peoples, environment impact, gender assessment and public consultations for the project.
The scope of study broadly cover (i) baseline socio-economic survey, (ii) census survey (land acquisition and resettlement survey) for permanent impacts such as substations and other associated facilities related to projects, (iii) assessment of temporary impacts along the Right of Way for the transmission lines through inventory surveys (iv) public consultation/ focused group discussion and (iv) focused group discussion among women group. The scope also includes to describe the physical features of the existing project environment and surrounding areas in sufficient detail of at least 3 alternative sites selected for development of sub-station and corridor for power evacuation/distribution lines with tower bases to allow the environment impacts of the proposal to be adequately assessed and to provide data against which predicted and future changes can be measured.

The objective/scope of work of the assignment is to assess and establish a) the Socio-economic baseline and any adverse impact of land take on the impacted families/land sellers and b) develop a Livelihood Restoration Plan (LRP) for the affected families so as to be able to restore and improve income/livelihoods and optimize benefits from the project.
